AC works fine...Max AC only blows out through windshield defrost area. When attempting to adjust blower dial -- internal dampers do not change. regardless of where the dial select is all air is blown out through winshield defrost vents?

The vents are actuated by vacuum. In this case you are looking for a vacuum leak. Check under the dash and the hood where the supply line attaches. If you have the engine running, you may hear a hissing sound where there is a leak.
