2001 Ford Explorer rubbing

All of a sudden I have a rubbing noise coming from what seems to be my front passenger side. Only when I turn the wheel to the right or go over rough spots do I hear it. Would the below 0 degree weather play a factor in it?

Hi:
Does it sound like a metal to metal sound or more like the tire is rubbing something? If metal to meatal, check the brakes. If it sounds like rubber, look behind the tire for evidence of the tire hitting something. Also, keep in mind that snow and ice can build up under the fender and the tire may be hitting it.
