2001 Ford Explorer instrument panel

My guage lights will not light up when i turn on the headlights. when i start the vehicle, my warning lights work but no guage lights when the headlights are working. i just replaced the dimmer switch for the dome lights and instrument lights because it was bad. but my guage lights still dont work. my fuses are all good. could it be my headlight switch? or the the circuit panel behind the instrtument cluster? or am i way off?

It could be the circuit panel, but most likely it is the switch.
