my '01 did identical "pulseing" I don't have the proper answer but I attributed it to disturbing the outer seals of the steering rack by letting the tie rods hang, possibly allowing a fluid bypass of sorts.
It quit after about a week of driving and "excersizing" the steering through the pulse zone. good luck
