2001 Ford Explorer blowers control module or resister

I have a E.B. and the blower fan would not shut off even when the system was shut down, now after playing with the relays the fan only works on high. I was wandering if it could the blower fan control module that was bad. It is a lot of money to try replaceing it if it might not be the problem, Is there anyway of checking this out before the hit and miss game.

module or sticking relay could have made it stick on.

but now that only high speed is working i would suspect a faulty blower motor resistor.

it cuts the 12v down on each phase but the last one. that is 12v straight out. therefore it bypasses the resistor.
