2000 Ford Explorer no bright lights

I replaced the bulbs and i still don't have high beams.Is it dimmer switch or headlight switch problem?

with dimmer switch pulled towards you and held do they come on?

does teh high beam indicator in the dashwork? do the lights go o when the high beams turn on or do the lowbeams just stay on?
