2000 Ford Explorer black box in jack compartment

the black box in the jack compartment has a rest switch, i have had to use it before to get the vehicle to start. is this box(which appears to be going bad now) fuel pump related or an anti-theft device?

fuel cut off switch is located behind front right kick panel ... RAP module is at left rear quarter panel

Air Suspension Switch
Air suspension switch is located on left side of luggage compartment, in jack storage area.
