1999 Ford Explorer Problems with acceleration

Hi, just ran into this sight and has been pretty helpful so far. I have a 1999 Ford Explorer, V6, 4Wheel Drive. The problem is when vehicle is in drive, it will accelerate very moderately with no go power and much hesitation and vibration. This vibration will continue till about 20 mph and then smooth out through out speed range; however once running smoothly, you still can not punch it for passing or to reach greater speeds immediately. I have changed fuel filter and verified transmission and rear differential fluids. Any ideas?

Have you checked for vacuum leaks? When was the last tune up? Have you checked fuel pump pressure?
