1999 Ford Explorer passenger door will not open

hello , my car has power door locks, i can not get the passenger side door to open , i can see the threaded post pop up , but , not enough to pop, i do not want to force the inside handle , can it be the actuator ???

Chances are the actuator is the problem. But you need to remove the door panel to check to see if the linkage it attached or damaged.
