Switch the plug and wire with another cylinder and clear code, does problem move to the cylinder you switched the plug and wire with? If not check for spark on cylinder #4.

If ignition is all good next step would be to check the fuel injector for pulse on that cylinder, do this by attatching a noid light and cranking the vehicle.
