1998 Ford Explorer Steering Wheel Problem

My 1998 Ford Explorer sticks when I turn the steering wheel either right or left. This does not occur all of the time. Several mechanics have tried to resolve this problem, but after a period of time it starts doing this again. It is occurs more often in the winter months.

Help!!

Can you describe when it sticks? Also, what have they done to the vehicle thus far?
