1998 Ford Explorer p1131 code

i received the above code (p1131) and it basically says bad o2 in bank one which is right side of engine. Continuing to do research on it it means that there is a vacuum leak some where. I have done the soap and water thing and saw no bubbles. I have also pulled the spark plugs one at a time and the engine died down as it should. You can smell to high of a fuel ration coming out of the exhaust pipe. I'm also eating fuel like crazy and the entire car shakes when i drive it. Also it has no pep when i hit the gas and in idle it shakes really bad.
any suggestions would be greatly appreciated.

i found the fault it was a broken spark plug wire that was grounding out on the motor
