1998 Ford Explorer my entire ford explorer just seems to be

hi, my entire ford explorer just seems to be locked. i insert the key (encoded with the computer code and has always worked before) and it wont budge. the steering wheel is also locked and the gear shift wont move either. is there a simple "switch" i could flip or something, or a fuse? i just don't know. if you could help me out here, i would greatly appreciate it.

When you say locked, do you mean the ignition switch, doors, or both?
