1998 Ford Explorer Breaks Locking Up

My 1998 Ford Explorer XLT 4x4 breaks are locking up on the ice and making a high pitched squeel. The vehicle has ABS. What does this mean?

How do they lock up. Does it happen on dry road? With Abs when you put the brakes on it keepes the vehicle from skidding too much . It send impules to each wheel so they would keep it from skidding. If the car starts to skid you will feel a slight pulsation in the brake pedal. Most of the time it is not noticable unless one wheel starts to skid. Check the discs and make sure they are clean, Just a dab of grease on the disc wil make it grab.
