I have a 1998 4X4 Explorer. The front inside brake pads keep coming out of position. It looks like the metal guide is missing on the wheel frame. Iis there a repair other than replacing the axel?

the part that lines the pads up is the spindle. if that part is missing .which would be unusual to say the least. you would need to replace the spindle.
