1997 Ford Explorer Whining noice

There is a whining noise that seems to be coming from the area of the Cam sensor. Kicks in at over 1500rpm and worse when accelarates. The noise is even worse when in neutral and the parking brake is on. Makes the noise with the belt off so it can't be the pullys, water pump or alternator. Does not seem to be transmission related. Any ideas?

If you hear it with the belt off, either the harmonic balancer is hitting something or it is coming from the transmission.

Turns out it was the camshaft synchronizer.
