1997 Ford Explorer Power Steering

I have started getting that whine in the steering. Any other time that's happened I add power steering fluid and it's fixed. This time however, I popped the hood and the fluid was full. It's obviously not getting from point A to point B though cause the whining is getting worse and louder. Is it possible that it could be clogged somewhere?

more likely that the power steering pump is failing
