1997 Ford Explorer Ignition?

We have lost the keys to our 1997 Ford Explorer. The local FORD dealership recommended pulling out the ignition and replacing it as they couldn't make new keys, the VIN # was too old.

Can you advise how much changing out the ignition should cost?

At Ford? 300-400 dollars, with keys and programming.
