1997 Ford Explorer delayed shifting

My Explorer is having issues with delayed shifting and not going into overdrive. I took it to a trans shop to have it checked but it was not doing it when I got there. It sometimes runs fine and then will start up again. There is also a lown whistling sound when I am driving. No check engine light comes on when this is happening. I was told it could be a sensor problem.

Hi:
This is hard do diagnose if the check engine light hasn't come on. To me it sounds like a sensor or a solenoid. There are sensors (Speed sensors) that determine shifting / OD... and shift solenoids that cause the trans to shift. I believe one of them are the problem. However, it becomes a guessing game when there is no light.
