When parked, shut off, or at stop lights, you can still hear it activating in the rear of the car.

If the suspension is sagging when parked, then you have air leaking from the system and your going to have to find it. It could be the bags or the plastic lines somewhere. A little soapy water in a spray bottle will help check the bags themselves. Don't keep driving it like that or you'll be buying a compressor real soon on top of the other problems.
