When the gear shift is moved to drive or reverse, I can feel it engage but the car doesn't move. When I checked the transmission fluid level, I found it was extremely high; i.e., the cross-hatched pattern indicating where the normal level is to be is marked at about one inch from the bottom of the dipstick - the fluid leval was actually at about 3" from the bottom of the stick.

I thought the transmission cooler might have been leaking but the transmission fluid is not milky color as it would be is mixed with water. Still, I found a crack in the exterior of the radiator and replaced it with a new one.

Could the problem of the car not moving when in gear and the high transmission fluid level be due to a dirty (plugged) transmission filter?

A plugged filter could cause a problem. However, being overfilled shouldn't cause it. Try servicing it with a new filter and don't overfill it.
