1996 Ford Explorer AC only works on max air

AC only works on max air, if I move the selector to regular air or vent it blows very hot air. The thermostat does not change the temp.
In the winter the heater only works on max temp. The thermostat does not work for the heater also.

Check and test the blower motor resistor.
