Low beams work but highbeams do not. When you pull stem to flash highbeams or push stem to put high beams on, all headlights are dark. Fuses ok, bulbs ok. Is there a relay or does the switch directly contrl the low/high beam selection?

Chances are it is the switch. You can check in the power distribution box under the hood for a relay, but I don't think there is one.

Check it out and let me know.
