1994 Ford Explorer wont pass brake inspection

how do i inspect hydralic system, and replace drums and rear shoes, and top off brake fluid,

As far as checking the system, check all steel and rubber brake hoses to make sure there are no leaks. The master cylender is under the hood on the passanger side. Just remove the cap and fill it to the full mark with the appropriate brake fluid (DOT 3). Here is a how to for replacing rear brakes:
