1994 Ford Explorer starting

This vehicle has sat since September, when I tried to start it yesterday - nothing. I put jumper cables on it and the fan turn alittle but still nothing. I replaced the starter relay unit and still nothing.
I put another battery in it - nothing. I took the starter out and had it tested and it passed.
What should I look for next. Thanks.

Try putting a jumper wire from the small terminal on the solenoid to the battery positive terminal. If the engine begins to crank, the problem is in the trigger circuit from the ignition switch to the neutral safety switch to the solenoid.
