1994 Ford Explorer Air Conditioning

I filled my air conditioner 2 years ago with freon for it to work and it worked fine, Now this year I tried it and its not working its blowing out hot air. I was going to put more freon in the system but the system is showing there was plenty in it. The compressor will cycle on and off about every 10-15 seconds. Is this possibly the compressor and what will it take to replace it.
