1992 Ford Explorer Front brakes locking up

This explorer has rear anti-lock brakes and they never do, but the front brakes lock up easily especially on dirt or gravel or wet roads. What is causing it?

You might need to adjust the calipers. Make sure the brake lines are properly cleaned.
