1992 Ford Explorer clicking sound coming from relay?

1992 Ford Explorer Four Wheel Drive Automatic

Hear a clicking noise when trying to start car. HAve replaced the battery, the relay, and have taken the starter to the auto parts store to have tested. The starter tested good. However; the clicking noise seems to e coming from the relay next to the battery. Have tried to tap the cylinoid when starting, does not work. Have tried to start the car when in neutral, does not work. Please help.

Has the battery been load tested? Are the terminals clean and tight including the ground to the engine block? Finally, if all is good, have a helper turn the key to the start position while you check for power to the smaller wiire on the starter.
