1991 Ford Explorer battery cables getting hot

My battery cables are getting hot. I changed the starter and the battery but the car still won't start. Now the battery cables are getting hot. What is causing this and why won't it start?

Suspect faulty voltage regulator. Voltage regulator is integral with the alternator. Replacement of the alternator is required if regulator has failed.
