when I try to start engine starter makes a whirring sound. battery voltage is 12.3 volts. Voltage drop across soleniod on fender riight hand side is 1 volt. Is this enough drop to cause the starter to not engage?

1 volt drop would not stop from engagine..sounds like it is faulty. A whirring noise is indicative of trouble with the starter drive (also known as the bendix) which is usually replaceable. Before you undertake the chore of replacing it, check the price of a new or rebuilt starter - it may be worth it to just replace the starter.
