2004 Ford Expedition rear brake rotors

I need to remove the rear brake rotor so i can chaqnge the parking brake shoes as theyre worn out. I remove the caliber and mounting bracket. Is the rotor bolted on with the center axle nut or is that nut for the axle bearing assembly. The rotor is not coming off as i was told it would and now i am wondering if it is bolted on or rusted on. i really do not want to experiment and remove the axle nut to see if it holds the rotor on, especially if i am not sure it is necessary.
also, i heard there was a bolt on device to take slack out of a stretched out parking brake cable. have you ever heard of this and is it reliable
