2004 Ford Expedition Fuse problem

The service engine light came on and the engine started racing and then slowing. took into service center.
Told me it was a blown fuse PCM . Replaced fuse. Blew again. Started tracing wires and checking for causes and found the circuit board was burnt.

Quoted part at $300 and total bill at close to $1,000

Am I getting hosed?

The part price doesn't sound too bad. The labor is high, but I don't know how much time was spent diagnosing.
