2004 Ford Expedition Flashing O/D off Light

Recently, the O/D off light will flash on and off at low speeds and stop. It does not flash when I generally exceed 40-50 MPH. The transmission neither seems to be slipping nor do I hear any funny noises. The dealer wants to see the car, but can someone provide me with the the top 3 things that may be the trouble?

If I had to guess, I would say one of the following three things, vehicle speed sensor, torque converter, shift solenoid.
