My first guess would be the fuel float rheostat is bad. It is a resister that determines how much fuel is in the tank and then sends the appropriate amount of power to the (BCM) then to the gauge. The bad part is it is part of the fuel pump and in the tank. You may want to have that checked. From there the signal goes to the body control module (unlikely) then to the gauge itself.
