2002 Ford Expedition parking lights will not go out

My 2002 ford expeditions parking lights just came on one night and will not go off until they drain the battery. I have tried to pull the fuse and after pulling every fuse out they still did not go off. I am completely stumped and have had it at the garage and they do not know either

with fuse out they are still working? would definetely be checkign for a short to power in the circuits. follow all the parking light harness and check for damage in them. let me know what you find so we can go further.
