2002 Ford Expedition Lights flashing, Clicking noise

I am having a problem with the interior lights all lights on the dashboard and headlights and tail lights flashing. And does not stop. When the car is off or on. There is also a clicking noise coming from it sounds like near the fuse box under the hood.
