2001 Ford Expedition 2001 expedition's instrument lights no

hello i have a 2001 expedition and my problem is that the instruments lights do not work. i checked all fuses and all of them are fine. i also checked voltage on the lamps on the overhead and on the dashboard a/c controls and there is no voltage. right now i'm lost, not sure what fuses to check and in fact there is no voltage on the fuses what else to check. thanks for your help. any advice is very helpful
