2000 Ford Expedition EGR low flow

I keep getting code PO401 EGR low flow. I have replaced the EGR valve, solenoid and differential pressure switch and have cleaned out the steel EGR tube from the exhaust up to the EGR valve. I have also inspected and vacuum tested all lines and they are all good. I clear the code but it comes back within 25 miles of driving. Any ideas?

did you clean out the ports where the egr attaches too? check the pressure sensor harness for corrosion and damage. also make sure the pressure sensor hoses are not damaged and leaking.
