1999 Ford Expedition V8 All Wheel Drive Automatic

I recently had a new engine put into my expy and now the power steering is whining badly had the fluid bled and still no change it whines all the time even while not even touching the wheel

Did you re-use your old pump? Is the reservoir staying full. Is it forming white foam in the fluid?
