Brakes problem
1999 Ford Expedition V8 Four Wheel Drive Automatic

Parking brake light is not on and the parking brake does not hold.

Hi:
This sounds like two different problems. First, the switch for the lihgt is under the dash and is actuated by the p-brake pedal. Make sure it hasn't come unplugged. If it isn't check to make sure there is 12 volts to the switch with the key on. If there is, replcae the switch.

The p-brake seems to need adjusted. Do you have 4 wheel disc brakes on the vehicle?
