1998 Ford Expedition Stuck in 4L. Won't switch back to 2wd

Please help me get my vehicle out of 4L- I have followed my owners manual on all ways described...but she just won't switch back. Could it be a fuse? Should I try a certain method?

It has never done this before...usually changes w/out my thought involved.

There is a 4wd actuator that is mounted on the transfer case. You need to check for power to it. It electrically changes the transfer case gears from 4L to 4H to 2H. If there is power, the actuator is most likely bad.
