On each end of the filter, there is a U shaped clip, relieve the system pressure, then use a fingertip to spread the clip at the bottom, and pull it out, then pull the line off.

You can purchase a special tool that will slide over the in-line filter and push into the locking connector. They are inexpesive and can be found at any uto part store.I use them every time I change the filter and it works pretty well.
