1997 Ford Expedition Turn signal and stop light malfunction

My turn signals and stop lights are not working, I have replaced the turn signal switch, brake light switch, bulbs and all the fuses. I am at my wits end, what else could cause this?

are you referring to the big square flasher fuse?

I replaced all of the mini fuses, not any of the big fuses, I do not know which one it would be. I do have the schematic drawing of the fuses, but none of the big fuses were shown to connect to the turn signal or brake lights.
