1997 Ford Expedition NO ONE can fix AC

Auto has 2 AC units. Both units will blow cold air for a short time and then quit cooling. I have taken it to the Ford dealership and they cannot fix it. They have replaced the compressor, the dryer, the expansion valve and clamped off the hot water to the heater core.
