1997 Ford Expedition coil packs

My ford expedition is giving codes ignition coil no.1 primary circuit fault, ignition coil no.2 primary circuit fault, and P1507. I have replaced both coil Packs, had new coil packs tested twice, new plugs new wires, and replaced pcm (engine computer). What should I do now? Any advice is greatly appreciated.

Were the boots that go over the spark plugs replaced?

Yes they were changed, everything we've done to it we've done it properly and double checked. It's puzzling to us.
