1997 Ford Expedition brakes get really hard once in a while

My brakes become really hard just once in a while and I need to release some pressure and push it again in order to brake, fluid is normal, pedal pressure is normal too.
When the brakes get hard I can feel a vibration in the pedal and there is a fluid stain in the cruise control deactivation switch, wich I believe is broken because my cruise control doesn´t work.

First, there was a recall on the wiring to the cruse control. If you haven't had the wiring replaced, do so. Vehicles where catching fire from faulty wiring to the switch on the master cylender. Second, if the brake pedal gets hard to push, have the brake booster tested to make sure there isn't a vacuum leak causing it not to function.
