2003 Ford Excursion Loss of power when towing

While towing a 22 foot trailer, my Excursion would not downshift when traveling up a steep hill. Therefore, I began to lose all power. This happened every time I came to a steep upgrade wtih the car in tow. It seemed to work better wtih the tow mode off. Is there something about the tow mode itself that could have a problem? The car runs great when not towing and towing on a level surface.

When towing, you should not have the OD on. It should be in the off position.
