2002 Ford Excursion fuel tank vent

I need help!!! My fuel tank is not venting! When I go to fill it I cant even get to the first click on the fuel pump before it shuts off! Can anyone tell me where the vent is so I can check to make sure it isnt clogged? Thank you

From under the vehicle, you can see the filler tube. Along side of it is a vent tube. Check it to make sure it isn't damaged, plugged...

I found the vent tube and am now very confused... I had just bought this excursion and the previous owner shaved all the outside handles and moved the fuel door which is fine but the vent tube has a cork in it with a clamp to hold it in!!! What do I have to install on the vent so I can take the cork out and allow it to vent without losing fuel? Thanks!!!

Wow! What some people will do... As far as the vent having a cork in it, that is why you can't put gas in it. By law, the vent should only be open when the gas cap is open. It needs to be tied into the down pipe or if you can find a one way vent to allow air to enter the tank but not exit, that would work.
