MY EXCURSION VIBRATES WHEN AT AROUNG 65-70 MPH AND WHEN LIFTED THE TIRE IS ABLE TO BE WIGGLED. IS THIS A BALL JOINT PROBLEM?

IT could be a tie rod, ball joint, wheel bearing... When you are shaking it, have a helper watch to see where the play is coming from. NOTE: A tie rod will give you left and right play. Ball joints will be up and down, and a wheel bearing will move in any direction.
