2000 Ford Excursion power door locks

my power door locks do not work. when i use my remote to try and lock or unlock the doors i can here them try to work and can see them move slighty, but its as if there not getting enough power to work.

There is a relay center behind the middle of the dash, it has the all lock and all unlock relays, you can try that, but the GEM module does the work for all lock and unlock...do they work with the switch? Try the pad on the outside and hit the last two buttons 7/9 at the same time....If just one is sticky, it may need a new actuator...
